Charak Udara Roga Chikitsa chapter 13 No direct reference, but Shotha Chikitsa deals with all organ failure pathologies. Udara/Jalodara is also stated as a Shotha (Edema) in Charak sutra 18/31. Additionally, It has been stated in Udara roga chikitsa that if any serious and chronic disease (Klishta roga apratikara) didn’t get appropriate treatment in time, then it may convert into Udara/Jalodara.
